Dr. Selkregg joined
the UAA faculty in
2006 bringing 30
years of experience
in community
planning, public
policy development,
program management
and evaluation,
including initiation
of the
University/Medical
District’s Land Use
Plan. Those who

Sheila describe her
as a trusted agent
of change.
As Anchorage’s
Planning Director,
she initiated
Anchorage 2020, the
new Anchorage Bowl
Comprehensive Plan.
The City received
the 2001 First
Place National
American Planning
Association Award
for Public Education
for the Anchorage
2020 Public
involvement process
that she designed.
As the Alaska
Director of USDA
Rural Development,
she expanded the
Alaska USDA rural
annual budget from
$70,000,000 to
$250,000,000 in two
years. She worked
with state and
federal funding
partners to improve
coordination and
leverage resources
associated with new
utility and facility
development in rural
Alaska. She has
done extensive
organizational
development work in
both the public and
private sectors, and
has completed a
broad menu of
community and
regional projects
for tribal and
non-profit entities,
large and small
communities, and
state and regional
governments.
In collaboration
with the Denali
Commission, she
wrote the
Community Strategic
Planning Template
and Community
Resource Guide
that are extensively
used by small
communities in
Alaska and in the
western region of
the United States.
Working with the
Alaska Federation of
Natives and the
twelve Alaska Native
regional non-
profits, she wrote
the plan for the
Statewide Alaska
Native Wellness
Movement. The
Plan focuses on
village directed
strategies, capacity
building, and
actions towards
overcoming
self-destructive
behaviors. As a
consultant to
Bristol Bay, she
supported the
collaborative
community and
regional development
initiative, which
resulted in a
region-wide
memorandum of
understanding
between all
the Bristol Bay
regional Native
tribal entities.
She is currently the
project manager for
the Municipality of
Anchorage’s new
central business
district plan.
