Previous Experience:
Before joining UAA as a Computer Systems Manager from 1995-1997, Assistant Professor Howard worked at the Anchorage Telephone Utility as an Information Systems Manager, Contract Administrator, Management Information Systems (MIS) Coordinator, and Customer and Retail Services Manager (1989-1992). He has also worked at Carr Gottstein, Inc. as Project Leader/Senior Analyst (COBOL)(1987-1988) and at ComRim Systems, Inc. as Manager of Project Support/Senior Analyst (1985-1987). While in the United States Air Force, he worked as Deputy Commander of Communications Wing, Director of Operations, Director of Automation for the Alaskan Air Command, Assistant Director of Automation for the Pacific Air Forces, Director of the Base Level Computer Resources for the Pacific Air Forces, Rapid Development Project Leader, Military Movement Systems Project Manager, Lead Analyst, team leader, Senior COBOL programmer and analyst (1972-1985). Other military service includes Air Traffic Control Crew Supervisor, Air Traffic Controller, Wing Command and Control Crew training officer, Missile Launch Crew Commander, and Missile Launch Crew Deputy Commander (1964-1972). Currently he is the Owner/Independent Computer Consultant for Information Systems Alaska (1986-Present).

University, Professional, Public Service:
At UAA Mr. Howard has served as Advisor for the Student Chapter of the Association of Information Technology Professionals from 1994 to the present. He also has been involved with registration and Student Advising in 1994-1995 and from 1997 to the present. In addition, he served as Coordinator of all Computer Concepts for Business class materials and managed 7 adjunct instructors between 1994 and 1997. He was a member of the Adjunct Advisory Committee for the 1996-1997 academic year. Mr. Howard has been on the Technology Advisory Committee for the College of Business and Public Policy between 1994-1995 and the Computer Information and Office Systems Assessment Committee in 1994. From 1991 to 1992 he served on the School of Business Advisory Council. In the Anchorage community and greater Alaska, Mr. Howard has been a Board member, Vice President, and President of the Advisory Board of the Anchorage Chapter of Data Processing Management Association (CPMA), now known as the Association of Information Technology Professionals (AITP). He was Co-Chair of the Facilities Committee for the Information Technology Show in 1994 and the Vice President of the Alaska Synod of the Evangelical Lutheran Church in America (1993-1995). Mr. Howard was High School Information Technology career Presenter from 1991-1996 and then again in 1997. He worked with the Boy Scouts of America both as Adult Leader Trainer and Coordinator for the Western Alaska Council (1982-1996) and then as Board member on the Explorer Committee for the Western Alaska Council (1996-1993). He has been the Vice President, Worship and Music Chair, Evangelism Chair, and Financial Secretary for Joy Lutheran Church Council in Eagle River, Alaska since 1991. He has also been President, Vice President, Elder, Sunday School Superintendent and committee chair for Our Redeemer Lutheran Church in Chugiak, Alaska (1982-1991).
